Not always, but quite frequently, I, too, have the problem of a lock-up with no speech at all upon boot-up, and I, too, have Win XP Pro. Somehow, I really doubt it's the fault of Win-Eyes.

Is there a setting or script that targets this behavior? 2) Perhaps 1 time in 5 when I boot up my computer It boots up and I will hear the music and WindowEyes will start to say WindowEyes TaskBar or whatever it says but it gets cut short and the screen locks up requiring another boot which usually then works fine. I do notice a Pop sound prior or after the WindowEyes statement when a successful boot is in progress but not when the boot fails. A sighted person says they only see the DeskTop while it is locked up and they do not see a PopUp message in either case but I hear the sound associated with a pop up. Is this something that may be related to a setting someplace? I run XP Pro and WE 7.5.3 on a 32 bit Intel machine.
