Sky, from what I have found, Freedom Scientific have had agreements with government agencies that they will use Jaws for Windows, and I believe the same can be said with schools, since the government supplies all the equipment, as far as I know. In the UK, most companies that schools use to obtain access technology do not sell Jaws, and since Sight and Sound bought out Force 10, Window-Eyes may become less used in UK schools. As far as I can see in the UK, it is all about marketing. Also, your comments about the abuse in schools for the blind were not really relevant. Hope this helps.
