Sky, from what I have found, Freedom Scientific have had agreements with
government agencies that they will use Jaws for Windows, and I believe the
same can be said with schools, since the government supplies all the
equipment, as far as I know. In the UK, most companies that schools use to
obtain access technology do not sell Jaws, and since Sight and Sound bought
out Force 10, Window-Eyes may become less used in UK schools. As far as I
can see in the UK, it is all about marketing. Also, your comments about the
abuse in schools for the blind were not really relevant. Hope this helps.

The problem here is I have heard rehab or other agencies insist people 
use JAWS for reasons I am not sure of since I live in the UK and funding 
is different here of course.
