My humble opinion of why apps are encouraged instead of GW simply putting all these features or improvements into WE is that they only have enough man hours to do so much; and, if apps can be written by WE users instead of GW staff, more gets done for improvements and for fun that would take away time that GW spends on upgrades of WE. If we have to wait for GW to do it all, we either wait too long; and then bunches of people complain about the wait; or we just won't ever see a feature. Independent app writing lets GW staff concentrate on the most important upgrades, which often are simply to keep up with Windows changes, while letting us all receive some helpful apps or some that are just plain fun.
