I am new to Window Eyes, so bear with me. I am current at version 7.5.4.1.
I am running Internet Explorer 8 and have it set to open several web sites
in the same browser session, so I have to Ctrl Tab to navigate between
sites. 

For most sites, I cannot gain focus on the web site itself.  The cursor
wants to stay up in the browser controls.   Tab, Shift tab keys go between
browser controls, arrow keys do nothing at all.  How do I get Windows Eyes
to shift focus to the web site itself so I can use it ?   
 
At one point I even found myself in some odd state - the up down arrow keys
caused the entire screen to scroll rather than navigating through the screen
elements.  I never could get out of that state, had to kill the browser
session and try again.
