Let me just chime in here, and give a third possible solution to your issue.

In a couple more days, the Extended Dictionary app will be released. Once you 
have downloaded and installed it, you can make a simple entry like:
    &= and 
in your Extended Dictionary. It then will speak out the ampersand whenever it 
occurs.

What's more, you can make the entry in a Dictionary that is tied up with one 
particular voice, and only make the sign be spoken when you use that voice. Or, 
you can enter it in a dictionary tied up with a given software, and only have 
it spoken in MSWord for instance, whilst it won't be spoken in your Email 
client; if such is your wanting.

  The ampersand character is considered a miscellaneous character by 
Window-Eyes, so if you want to hear it spoken, you must do one of two things. 
In method one, you must set the screen> punctuation> miscellaneous combo box to 
"on." If you do this, you will not only hear the ampersand spoken, but some 
other symbols as well. Here's how.

   

  Control backslash to open the WE control panel.

  Press Alt E to focus on the settings tree view.

  Press the letter S to land on the Screen node.

  Right arrow, then down arrow to punctuation.

  Tab to the miscellaneous combo box and arrow down to the "on" setting.

  Press Control S to save the settings change.

   

  The second method, for which Manny has already prepared you by walking you 
through how to add an entry to the character dictionary, involves using the 
dictionary only setting in the miscellaneous combo box. If you choose 
dictionary only, then other miscellaneous characters like the dollar sign will 
not be spoken unless you enter a definition for them in the character 
dictionary in the same way as when you followed Manny's instructions. Just 
follow the above directions and substitute "dictionary only" in the 
miscellaneous combo box instead of on.

   

  Don't forget to save your settings, or they will be lost when Window-Eyes 
closes.

        Earlier, I was shown how to replace the sound of a character in the 
Window-eyes dictionary in the control panel.
        Now, what I am trying to do is make the ampersand character speak when 
it is read as a word, such as in the phrase bacon & eggs.  When reading by word 
or the read all command, window-eyes does not speak the ampersand character 
between bacon and eggs.  Only when I read by character, will it say the 
ampersand character.  How do I accomplish this so the read word or read line or
