Actually this is not true. We thought it was but we just tested and
Windows blocks the serial port drivers in safe mode. So you would need
to use your sound card when going into safe mode.

Safe mode is supported on all versions of Windows that are supported:
XP, Vista, 7, 8, and Windows Server 2003, 2003R2, 2008, 2008R2, and
2012.
