No, what it means is that serial port access won't work in safe mode, but most audio devices should. This includes SAPI synthesizers.

Actually, I must correct myself. We believed that this would work, but
it appears that safe mode disables access to serial ports. Therefore you
will need to use a software synthesizer instead.
