Actually, If browse mode is off you can use the escape key to turn it back on.  
It is not a toggle.

It only works if the application supports browse mode. IE in an  email or web 
browser.  It just doesn't turn on bm when in an application that doesn't 
support it such as windows explorer or the desktop.
