Doug tonight I will make sure the mouse voice is on, I think it is, because it 
does talk a bit on the properties page. However I will physically move it and 
use the WE mouse hotkeys to see what happens.

My comment was specifically to Jim as he specifically said the physical
mouse never works but the hotkeys do.  Are you saying your symptoms are
exactly the same as this yet your mouse voice is definitely on?  If that
is the case than the only other option is Window-Eyes isn't able to see
the mouse move events...meaning it doesn't know your mouse has been
moved if you use the physical mouse.
