This happens with WE 7.5.4.1 as well. I don't think it is a Window-Eyes issue, but an Outlook one.
Here Outlook is the client end for an Exchange server. When a new message arrives and the client needs to get the information from the server there is a lag when WE will stop speaking. Once the Outlook client has what it needs then speech returns. The lag is exceptionally long when I press control+2 to call up the calendar. Then there is less of a lag when I press control+1 to return to the inbox. I believe this is more of a WAN data transfer issue, because at home Outlook doesn't cause those delays.
