The most certain way to the task manager, in Windows XP and 7, is 
ctrl-shift-Escape.  Go there a few times before you get into trouble to become 
familiar with the layout and the options.
In recent W-e loss-of-speech incidents I have not found task manager to be all 
that helpful, but it does run even when many other things appear to be locked 
up.

Press control+alt+delete, and shift+tab back past the cancel button, where you 
should find the task manager button.
