I have a similar problem.
I have a program, scottrade elite, which in windows 7 works well;
however, in windows 8, I am having the same problem you are describing.
WE8 stops speaking. The numpad gives you no sound, but if I move the
mouse, than I can hear WE8 talking. If I close the elite program, WE8
only speaks by moving the mouse, because WE8 has become corrupt.
Last night I was browsing through the accessibility folder in windows 8,
and I came across checkmarks for disabling WE8 and the Java bridge. I
enabled WE8 and the java bridge,
and my elite program and WE8 were working well.
Amazing!
Today when I opened the elite the same thing happened again, no speech
from WE8.
When I went to check the settings for WE78 and java bridge in the
accessibility folder, The WE8 and java bridge were not to be found in
this folder.
This is a mystery.
Does anyone have any idea what is causing this problem?
