To say that I'm outraged with my government would be a diservice to

appear to have more technology with less opportunities than in thepast. I've
seen no proof of anything changing none. In fact, many deaf people are
advancing like paraplegic and others but we are stagnating at the same level
that we have been for ten years now.

the only approval necessary was from the program officer at the agency I
worked for.
I believe that you were mis-informed by your management because they
didn't
want to do the form themselves. you obviously need to be a Federal
Employee
of a recognized CAP agency though.

has to approve of it because of security concerns. You can't go
