Actually, for the CAP users at my facility, this change is unfortunate, because our RAC knows nothing about access technology for the blind, and approves very few requests. I am glad, that at least for now, I have what I need, but I have a coworker who has been refused accommodations that I feel were reasonable.

The CAP program is run through the department of defense, and they do work closely with other federal agencies. There has been a process change recently, at least for the VA, that the Reasonable Accommodation Coordinator needs to be the one completing the form. I work in Employee Assistance, and most, if not all, of the accommodation requests in our facility were completed by me. When this change in process came to pass, I had my self-named as reasonable accommodation coordinator alternate for the facility. This gives me the ability to complete any request to CAP. If you were to ask almost anyone at our facility about how to get adaptive software, they probably would refer you to me as they would not know.
