Add on to all of that, please also do a thorough scan of your system. Malware that somehow has intruded your system, will sometimes block certain ports and activities. Like Emails being blocked from sending. A deep scan of your computer, preferably with more than one security software, might give you surprising results.
Lastly, your Internet provider, might have experienced technical issues. Although normally that would have blocked all internet activity, you sometimes see that only part of the service they provide, will undergo some techie issues, or even maintainance. Did you go to the homepage of your provider, checking if there was any techie issues reported?
