I set my read to end hot key to control shift enter, and I have no problems.
Give that a try.

I tried toggling the Global button to Program and setting the same hot
key that way but when I press Insert Down Arrow while in Program, WE
reports that my hot key is merely down arrow without the insert. What
am I doing wrong? I want it it be insert down arrow for everything.
