You are correct. And after seeing Marc's email I realized I read the
question backwards. I thought the question was why are there more in
add/remove than in the app manager. Oops.
Given this, another explanation is a program specific application gets
run for each instance of that program. So say you have an app for
Notepad and you have 10 instances of Notepad running. You'll see 10
versions of the Notepad app running yet only show that there is one
Notepad app installed.
Bottom line, there are lots of reasons the two are not perfectly in sync.

What items are listed in the App Manager that are not listed in
Add or Remote apps? Make sure you select the Display Apps All (By
Name) radio button in the App Manager before reviewing the list.

When I go into Add Or Remove apps, I show 26. When I go into App
Manager, I show 43. Why are these number so different? I know I
have some apps that are program specific, but I don't think that
many of them. How can I find the total number of Window-Eyes apps?
