To check whether a system is 64 or 32 bit, press windows key pause-break key to 
get to the system window.  You can also press alt enter on the my computer or 
computer desktop icon to also get to that system window which shows you all the 
information about processor, memory, and 64 or 32 bit.

Yes, if you're running a 64 bit version of Windows you have two program
folders; Program files and Program files (X86). The first is for 64 bit
programs and the second for 32 bit programs.
