1. Boot up the computer. Cobra comes up as the default screen reader.
2. Use the computer for a while.
3. Shutdown Cobra and open Window-Eyes. WE gives the message that it is
already running.
This does not always happen, and right after a boot if I immediately
shutdown Cobra and open WE it usually will cooperate.
