Thanks to all for ideas.

I should of added another piece of information.  The computer with the issue is 
laptop and has the laptop setup.  So I have always struggled a bit.  This is my 
secondary computer and as a result, I am not as efficient with it with mouse 
keys.

Control-Insert-T speaks the last tool-tip.
Hit Numpad Insert-plus twice to route the mouse to the tool-tip. then hit 
Numpad-slash to left click on the tool-tip and activate it.
