Well I called Gwmicro and got the problem straightened out. My
computer froze right after I got to the voices page to download my
synthesizer activation, so when I got back to the page it was not there. I
got it straightened out. Sue was a great help. Thank you Gwmicro,

When purchasing a synthesizer it is required to generate your own
Window-eyes unique serial number.
The entire process is self service. Complete tutorials can be found at
the below link.:

After generating your unique serial number and installing it, for Eloquence
and DecTalk all you would do is download your synthesizer authorisation file
and install it. For vocalizer voices you download the synthesizer
authorisation file then download those voices as they are not included in
the installer.
