Hi Dennis,
There was already an app on App Central which makes Insert-T (using the
standard keyboard layout, not the Insert Key layout) speak the time
without saying the date. It also lets you press ControlInsert-T to
speak the date. Unfortunately, the app author did not include a hot key
manager to allow you to remap the keys, nor is there any Help for it in
the App menu after you install it. Anyway, it does what you want.

If you want to install the app using AppGet, it's under the General
category, and it's call Time N Date.
Since there is no help for the app in the App menu after installation,
