Hi Franwise:
The insert-4 hotkey cycles through three settings.
1. "capitalization alert cap say cap cap cap.
2. Capitalization alert pitch, and
3. Capitalization alert off.

So when you pressed it a second time, Window-eyes was aleerting you to
capitalization by raising the pitch of the screen reader.  All you
have to do is to press insert-4 again to turn it off.
