Greetings

This is one of the differences between the behaviours of Window-Eyes and
the other three well known text to speech programs. Window-eyes lands on
the Heading and reads the line after that heading. The others land on
the line after the heading. My terms may not be correct, but that is
what it appears like to me in the MSAA environment.

I think something that needs consideration is if the heading is embedded
and doesn't appear on the page visually, than it might be proper to
announce the heading and put the focus on the text or link or whatever.
If the style of that page is to have a visual representation of the
heading then focus be on the heading, not the text or element.

Just something for discussion.
