Just an observation: Once you've entered the Page Navigation Dialog with INSERT-TAB, you can just use ALT-h to select headings. No tabbing or SHIFT-TABBING is required. Of course, this is assuming that the page contains headings.

Press Down Arrow until you hear the choice for headings. Now press Tab to get back in the list of items. After this, Window-eyes will read the text of the heading, saying the word "heading" after reading the text.
