Just an observation:

  Once you've entered the Page Navigation Dialog with INSERT-TAB, you can just 
use ALT-h to select headings.  No tabbing or SHIFT-TABBING is required.  Of 
course, this is assuming that the page contains headings.

You can navigate by headings, and, the text of the headings will be spoken 
before the word heading, using the Page Navigation dialog.

It works like this:

When the Web page is loaded, press Insert-tab to open the page navigation 
dialog.  Press shift-tab to get into the choices for the kind of information 
you wish to navigate by.  Press Down Arrow until you hear the choice for 
headings.  Now press Tab to get back in the list of items.  After this, 
Window-eyes will read the text of the heading, saying the word "heading" after 
reading the text.  When you get to the heading you want, you can press Enter 
and the focus will be moved to the heading just read.
