I am still using IE 8 and tried this site with Window-Eyes 8.4 and there seemed 
to be no problem for me.  There is an article there about cellphone plans.

I must say, though, that these kinds of problems are getting harder and harder 
to figure out.  There are so many things that automatically check and even 
download updates now that it is possible that other resources are being used on 
your machine.  My HP laptop is much more open to stuttering when 
Windows Update is downloading updates, for example, while my desktop can be 
slow in responding but doesn't stutter.  I would try this site again in a 
while and see if it does the same thing.  If you want someone to try it again, 
let me know.
