My apps RodMasterVolumeControl and RodMasterVolumePresetRotator, in the Multimedia category of AppGet, are based on a command-line utility called NirCmd, available at:

http://www.nirsoft.net/utils/nircmd.html

which has many ways of controlling the sound components of Windows. I'm always thinking about adding more apps, specifically geared to changing these settings, and even a big mama app which does everything, but it's just a matter of finding the time to do it, or enough user demand, to allow me to do it. With batch files, however, you can do pretty much anything you want. Check out the utility yorself, along with my apps, and see what you think. smile
