Have you tried deleting the hot key for control and creating it again?
What happens if you change the key from control to sticky control? Is
this the only function key on the Edge which doesn't work?
If worse comes to the worst, you could create a hot key to act like the
control key without using the f3 key or use the control key on the PC's
qwerty keyboard.

Just upgraded window-eyes and the braille edge driver on my work pc.
The edge's control function key (f3) has stopped working.
It did work with the original driver and the old window-eyes v8.0, but I do not

Window-eyes reports the control key correctly in braille hot keys, and all
other braille edge controls operate correctly.

software installs were error free at least, the network administrator did not
report problems. still no success.
