Took the first two of your suggestions: decided on sticky control and it all 
works again.

Just urged me on to remind GW Micro that some regrouping of the braille hot 
keys, similar to the desifn of the other hot keys, would be hugely valuable 
when navigating to what is required.

Have you tried deleting the hot key for control and creating it again?
What happens if you change the key from control to sticky control? Is this the 
only function key on the Edge which doesn't work?

If worse comes to the worst, you could create a hot key to act like the control 
key without using the f3 key or use the control key on the PC's qwerty keyboard.
