Control Backslash opens the WE control panel. The WE manual is found in the help menu and is accessed by pressing Alt-H, arrowing down to Documentation, pressing Enter, then pressing Enter on the sub menu item called manual. The first item in the manual tree view is sometimes talked over by other Window-Eyes verbosity settings, so you may need to press Control-Shift-S to hear that tree view item again.
