You mean something like this, which, incidentally, could just go in a desktop shortcut:

%windir%\system32\taskkill.exe /f /im wineyes.exe

You know, it never even occurred to me to set up one, even though I have this one in a shortcut for Internet Explorer, for when the browser hangs:

%windir%\system32\taskkill.exe /f /im iexplore.exe
