I wouldn't be surprised if there isn't a hardware setting to do this.

It is my understanding that new Dell desktop keyboards do not have a
numlock key.

If you have an old keyboard from a previous computer just connect that
one.

Another thought would be to use the laptop layout.  This moves all mouse
navigation keys off of the numpad onto the main keyboard.
