shut down time is dependent on how many other programs and drivers that are
runnibng in the background when you shut down.
the same if you switch users. all programs and drivers are released from
memory before it will switch to another user. then load the needed programs
and drivers again for the new user.

number of seconds 10 or more to shut itself off. can shut down time be
