I have my Windows sound scheme set up (on most of the computers I use) to
give a high-pitched click when a process starts, and another click an octave
lower when a process closes. Using this under Windows 7, I find that
Window-Eyes can take as long as 25 seconds to stop all its processes (there
are several) the first time you shut it down. It may take only 10 seconds
the next time you do this during a Windows session. For me there are
usually two more W-E processes that close after the "Window-eyes shutting
down" music. I wouldn't count on an automatic restart being a lot faster
than this, but I didn't listen to the recording yet, either.

Subject: window eyes shut down time
I noticed with window-eyes 8.4 when you shut it down it takes a good
number of seconds 10 or more to shut itself off. can shut down time be
improved for window-eyes9?
