I'm not seeing this. I don't use WLM, but it works fine in TB and IE.
The only problem is Read To End getting a bit out of sync when I stop
it, which is to say it will stop several lines above what was last
voiced. This is due to silent lines. So I set Screen, Other, Blank
Lines, to Say Blank. I also put the bullet symbol in my character
dictionary so they will be read because they are often on a line by
themselves.
I'm not seeing it stop and start again. But I don't press "any" key. I
stop with either Escape or Control and it's working fine.

If you haven't rebooted since installing WE 9 I'd suggest doing so. I'm
not saying reboot just because you're having a problem. But a second
reboot after a new installation will sometimes clear up inexplicable
problems.

If it's not working anywhere I'd suggest making sure that the Read To
End hot key is defined under Hot keys, Miscellaneous. It works
everywhere here on W7/64.
