Regarding Control-Backslash not working the first time you use it after
start up? This is most likely just that the control panel window isn't
coming into focus. The next time it happens try Alt-Tab. You should land
in the control panel.

stable if I restart it immediately after I have logged in. Often,
before restarting ~W-e, pressing control+backslash gets me silence,
whereas, after a restart, that keystroke speaks the presence of the
control panel.
