Sounds like it is meant to protect the OnHand from dust and the like.  Since it 
is kind of short, I'll include the onboard help information about the carrying 
case and protective cover below.  But, seeing as I can't remember whether or 
not these have been mentioned yet, I'll mention a few other things about the 
carrying case first.

Unlike the VS, when the case on the OnHand is closed, the media buttons are all 
covered up.  Also, again different from the VS, but the rings for the shoulder 
strap are on the carrying case itself, rather than on the OnHand.  Then, too, 
the two snaps that close the OnHand case, they appear to be actual snaps where 
you have to work a little more to line them up to get the case to close, rather 
than the magnet type snaps which close the VS case.

Now, for that help section I mentioned:

1.5 How to use the carrying case and the protection cover

1) How to link the carrying case into the Braille Sense OnHand.

(1)  Insert the front both edge deck of the Braille Sense OnHand into the 
inside of the carrying case frame, bag-ring. 
(2)  Push the part of around speaker area slightly, then you will be heard 
click sound and it will be fixed.

2) How to remove the Braille Sense OnHand from the carrying case.

(1)  Push the back part of the frame to the outside of the Braille Sense OnHand 
slightly.
(2)  Pull up the back side of the Braille Sense OnHand.

3) How to put the protection cover into the Braille Sense OnHand

(1)  There are two holes around the rubber band
(2)  Hang the front both edge deck of the Braille Sense OnHand and cover the 
whole of the Braille Sense OnHand to the bottom of edge deck. 
Note: After putting on the protection cover, it protects the Braille Sense 
OnHand from foreign substances or liquid. And the Braille or key can be used in 
this status. 

4) How to put the protection cover into the carrying case 

(1)  Insert the front both edge deck of the Braille Sense OnHand into the 
inside of the carrying case frame, bag-ring.
(2)  Push the part of around speaker area slightly, then you will be heard 
click sound and it will be fixed.
(3)  Hang the protection cover on the carrying case-ring which is located on 
front of the frame edge deck. (If the belt is hung on the bag, please remove 
the belt first before hang the protection cover.)
(4)  Cover the whole of the Braille Sense OnHand to the bottom of edge deck.
