Dave,
You do not need an app for this. You can just use the built in "Toggle
All Voices (Global)" hotkey in Window-Eyes. By default this hotkey is
undefined so you'll need to go to the Window-Eyes control panel, get to
the hotkeys node and then the Misc. section. Get to the Toggle All
Voices (Global) hotkey and assign it a keystroke. Once you press it,
voice will be silenced for all applications until you hit the hotkey
again. It acts like a toggle.
