Dave you can also use the script speech mode to accomplish this task

  You do not need an app for this. You can just use the  built in "Toggle All 
Voices (Global)" hotkey in Window-Eyes.  By default this hotkey is undefined so 
you'll need to go to the Window-Eyes control panel, get to the hotkeys node and 
then the Misc. section.  Get to the Toggle All Voices (Global) hotkey and 
assign it a keystroke.  Once you press it, voice will be silenced for all 
applications until you hit the hotkey again.  It acts like a toggle.
