Your last 2 messages to the list ended up in my junk mail folder, so I almost 
missed them, which is why I took a bit of time to reply.

I had been searching for such an IDE a while ago, and, at that time, I had 
found free IDEs made by Microsoft, but I have not tested them.  However, 
because it is Microsoft, you could always whine and complain to them and they 
might help you out in the future if they are not accesible.  Here’s the URL to 
their suite of free IDEs:

The “Express” versions of Visual Studio 2012 are free.
