Hi Rick, The News App or Browser app only uses the hotkeys for the dialog it is in. I doubt Windows would screw that up since the hotkeys are only suppose to look at the dialog it came from, meaning events of.
The only external global hotkey is the Ctrl-Shift-Z key for that app. I have noticed in the past when the progress bar gets activated, that to may react on global stuff, or you have been hacked and someone changed your key environment. I guess the thing to do is shut off all apps and see if the problem goes away, if not, you have been hacked...
