I have personally found that I can only scroll "smoothly" by clicking the up or down arrows on the overlay scrollbars. The scrollwheel doesn't work at all, and dragging the scrollbar causes the whole list to flicker erratically. Using gwibber 3.2.0-0ubuntu2 on Oneiric.
