This seems to be the problem.  You need to install all three packages
listed at

    
http://gwyddion.net/documentation/user-guide-en/installation-ms-windows.html#installation-ms-windows-pygwy

i.e. pygobject, pycairo and pygtk.  The only configuration I have ever
tried is for all users, python location from registry.  And then it
worked.
