Thanks - I contacted the maintainer of the PPA and was told that the
issue was due to changes in the upstream Debian repository and pointed
me to:
https://metadata.ftp-master.debian.org/changelogs//main/g/gwyddion/gwyddion_2.55-2_changelog
so it sounds like the python bindings have been removed :-/
For now I'll roll back, and look into compiling from source if needs be.

I am also unsure how the Gwyddion package is split – but you seem to
have everything installed. If none of the packages contain pygwy.so
and gwy.so, then Ubuntu packaging has changed. I do not have any
control over that.
