Here is my suggestion:

If Kevin can make it by 1:30 I would be fine with starting at that time. But, I 
do prefer 1pm, so, if Kevin cannot make a 1:30 start let's go with a 1pm 
starting time. 

Of course, this is Brian's ride and I will go at whatever time he posts.
