Here is what this was based on, and, after considering all of the facts I was 
convinced that we had met the criteria. Tony's first email just after the ride 
(I broke off after the Doc):

I questioned this once more to make sure that we had indeed broke 23. Here was 
his reply:

"I talked with everyone after the ride and everyone was in agreement with the 
23mph pace so I don't see anything wrong with announcing the accomplishment."

I will admit that it was very close, but it was accepted by the committee. I am 
sure that the guys will want to show that this was not a fluke and the pace 
will be higher this Tuesday. 

I will put this to the club: based on what has been presented are we all in 
agreement that the A group has met the qualifications for breaking 23? Might as 
well have some fun with it...

Majority rules in a democracy, but, no-one said that the Gyros were a 
democracy.
