There are 1/8" grommets out there, which would probably be small enough:

In both cases, you might be able to use setting tools that you already
have, but if not, the dies and setting machines are pretty expensive for
the 1/8" size (and can be found at the same website; just look at the links
below each product).  The 3/16" size has a matching hand tool that's much
less expensive:
