My husband and I live in Sacramento, at the head of the Central Valley, which is a major agricultural area. I think part of the problem is the store pickers are working so fast that they just miss some items.  (They are not Instacart, but grocery store employees.) Also the stores do not list all their stock online.

We have discovered that if any produce or dairy products are hard to find they are more available at an organic food co-op.  The co-op buys from small local farmers, so does not depend on the big grocery store distributors.

We are doing quite well getting flour, but not yeast.

The bread we used to buy was not from grocery stores but small artisan bakeries.  Many of those have closed, even though they were doing plenty of takeout before so presumably could still work that way.

And I need to get the bagels out of the oven!
