I think the site owner should tell people only to post pictures of their own creations, and those which the creator has given them permission to post. Both for copyright reasons (note: the copyright to a photo belongs to the photographer, who may not be the costumer), and to help keep it from becoming a site for everybody trashing everyone they are jealous of or personally dislike. Yes, maybe the site owner can't keep everyone from illegally posting some photos, but they can at least say this is an issue.

Also, as for the "Am I Period" site, asking people to post a few sentences about what they were trying to do with the costume, and about anything specific they want critiqued, might keep people from putting up others' pictures without permission. And it would help people give better critiques.

Basically, it is a good idea to have the names of the people who posted the photos, the names of the costumes, and the names of everyone who gives critiques, publicly displayed. Sure people can create false IDs, but it's something of a deterrent.
