They're on the same spectrum of ribbed fabrics. I'm not sure what the "official" difference is, but from what I've seen, there's probably more than one definition -- meaning one person's "faille" is another's "bengaline." And ditto for "shantung." Best to just ask for "a finely ribbed fabric" if you don't really care what the label is and you're looking for the type/texture.
